In 2025, the government has introduced important changes to the decree bills, with the aim of easing the burden of energy costs on Italian families. After a long parliamentary process, the bill was finally approved by the Senate, confirming the measures already passed by the Chamber. But what changes in practice for citizens? The Bollette decree is law, green light from the Senate
With 99 votes in favour, 62 against and one abstention, the Senate has given the final green light to the bill for the conversion of the decree bills, already approved by the Chamber on April 16.
The measure, which received the support of the Meloni government through a vote of confidence, provides for urgent interventions to counteract rising energy costs and improve transparency in electricity and gas supplies. The package, with a total value of approximately 3 billion euros, provides 1,6 billion for families and 1,4 billion for businesses.

Among measures The main ones include the 200 euro bonus for families, the bonus for household appliances and the elimination of system charges for businesses.
The social core of the decree concerns the bonus from 200 € on electricity bills, aimed at families with a ISEE less than 25.000 eurosIt is estimated that this measure will affect approximately 8 million families and will be provided in 2025 as an automatic credit on the bill, eliminating the “click day” system.
The goal is to provide direct and immediate support, in a period of continuous uncertainty about energy costs. In addition, access to the household appliance bonus is simplified, which will vary from 100 to 200 euros based on the ISEE, and provides for the scrapping of household appliances in favor of more energy efficient models.
The distribution of contributions will take place via electronic invoicing and the platform PagoPA, with the support of a figure introduced to assist families.
The decree extends tariff protections for the vulnerable customers, ensuring continuity for the most vulnerable families. Arera will have to establish new rules within 3 months to make free market offers clearer and more easily comparable, aiming to combat unfair practices.
for companies, the decree provides for the elimination of the Asos component (system charges) for non-domestic low voltage customers with power greater than 16,5 kW for six months. It also provides for 600 million euro for the industrial energy transition fund and support measures for renewable energy communities, including new entities such as public bodies and local companies.
Furthermore, the remuneration system for energy from renewable sources will be updated with contracts for difference managed by GSE for reduce price volatility.
Among other novelties, the green tax for company cars assigned in 2024 is postponed until June 30, and any VAT surplus from gas price increases will be allocated to vulnerable families and micro-enterprises.
