Municipia to ANCI: AI at the heart of municipal digitalization

Bologna, November 14 (askanews) – The role of Artificial Intelligence and how it can impact the digital transformation of municipalities. This was one of the key topics that Municipia – Engineering Group addressed at the 2025 ANCI Assembly, participating in two panels during the event. Municipia spoke at the event, offering the perspective of those who support over 500 Italian municipalities on a daily basis in their digital transformation, as emphasized by Stefano De Capitani, the company's CEO.

"Artificial intelligence is disruptive when it comes to streamlining processes, so it's an organizational, human, and I'd even dare say technological issue. To become systemic and truly deliver benefits, it must become a strategic lever for the administration at the highest levels. It must be a topic that the mayor, the council, and managers are aware of and guide their research and internal efforts toward solving the administration's efficiency and effectiveness issues."

These digital infrastructures enable local authorities to overcome the historical fragmentation of their systems and develop predictive capabilities that can improve the quality of services. All of this, however, must place the ethical and responsible use of data within municipalities and public administrations at the center.

"We've made great progress on the topic of data. Municipalities have made great progress. I'd say there's no municipality today that doesn't have good-quality databases, frequently integrated, and that doesn't use, be aware of, and utilize data to make decisions. What's lacking is the ability to use data and the resulting information in a predictive way. This essentially means anticipating certain social, economic, and territorial phenomena and implementing policies that anticipate, and in some way prevent, the problem."

Stefano De Capitani and Natale Di Giovanna, Commercial Director of Municipia, illustrated how information collected from the local area, organized and correlated through technologies such as Artificial Intelligence, allows organizations to move from a "reactive" to a "predictive" posture, capable of anticipating needs and risks in crucial areas such as the environment, security, and mobility.

“We are fortunate in a certain sense to work in a highly regulated field. There is no way for an algorithm to process specific information and produce a specific result that impacts a citizen outside of the norms, rules, regulations, and procedures.”

Municipia's goal, therefore, is to help municipalities transition from "governance of data" to "governance through data," through federated and sustainable data governance.
