'PagoPa: the public administration that simplifies', comparison between institutions and bodies

Rome, May 14 (Adnkronos) – The event “PagoPa: the public administration that simplifies” was held today at the Centro Studi Americani in Rome. The meeting, organized by the Piepoli Institute and PagoPa SpA, the tech company supervised by the Department for Digital Transformation of the Presidency of the Council of Ministers that designs and creates infrastructures and technological solutions aimed at promoting the widespread diffusion of digital public services, was an opportunity for representatives of institutions and bodies to discuss the role of digital in the transformation of the public sector.

The event was opened by institutional greetings from Alessio Butti, Undersecretary to the Presidency of the Council with responsibility for Innovation, Daria Perrotta, General Accountant of the State and Guido Castelli, Government Commissioner for the 2016 Earthquake Reconstruction, with an introduction to the proceedings by Roberto Sgalla, Director of the American Studies Center and moderation by Francesco Tufarelli, Advisor to the Presidency of the Council of Ministers.

"The digitalization of the Public Administration requires concrete and accessible solutions," commented the Undersecretary with responsibility for Innovation, Alessio Butti, during his speech. "With platforms such as pagoPa, Send and the Io app, we are making relationships between citizens, institutions and the State simpler, safer and more efficient. The Government will continue this path with determination, also supporting increasingly widespread use of the Io app. The data presented today confirm this: digital is not a cost, but a strategic investment to improve services and free up time and resources."

To understand the perception of the Italian Public Administration on the topic of digitalization, Istituto Piepoli carried out an extensive survey for PagoPa involving a sample of 103 Public Bodies between March 27 and April 15, 2025. Among the main findings illustrated for the occasion by Livio Gigliuto, President of Istituto Piepoli, it emerges that the innovation initiatives adopted by public bodies are guided by national programs (such as the Pnrr and the Three-Year Plan for IT in the PA), indicated by more than 9 out of 10 interviewees. The digitalization path, which for many (91% of interviewees) was also partly complicated, was however certainly useful: according to the opinion of 9 out of 10 interviewees, it made services more efficient.

In practice, there are still some areas for improvement: notifications with legal value, for example, are still mainly managed with traditional methods, and it is the institutions themselves that indicate critical issues such as the unavailability of the recipient, easily resolved through a digitalisation process and in particular the SEND Digital Notification Service, known to almost all interviewees but used to date by 4 out of 10.

Almost all those who do not yet use the Send platform, however, declare that they are interested in activating it soon, mainly to reduce time and costs. Across the interviewees, in fact, Send is seen as a platform that meets the needs of public bodies by streamlining bureaucratic procedures (91%) and is able to bring advantages to the bodies (94%). Again according to the findings of the Piepoli institute illustrated during today's event, the pagoPa payment platform is considered easy, safe and fast; the Io app is instead appreciated for its convenience and ease of use by citizens who use it mainly to receive communications from the bodies (in 45% of cases) and make digital payments (39%).

"These data show how the perception of the administrations on our platforms is very positive and indicate the need to continue investing in the development of the ecosystem of central and interconnected platforms with the same standards and the same opportunities on the territory. We have confirmation that these facilitate the work of the institutions and improve the experience of citizens in interacting with their services", stated the Sole Director of PagoPa, Alessandro Moricca. The round table, held in the second part of the meeting, saw the direct contribution of the representatives of some institutions that use the enabling platforms of PagoPa on a daily basis, sharing their experiences and the results obtained in terms of efficiency, accessibility and simplification: Silvia Scozzese, Deputy Mayor and Councilor for the Budget of Rome Capital, and Massimiliano D'Angelo, Central Directorate of Technology, IT and Innovation of INPS. The meeting concluded with the speech of the General Manager of PagoPa, Maurizio Fatarella, who reiterated the desire to continue the commitment - together with all the actors of the digital governance of the country and the market partners - to evolve the offer of technological solutions to support bodies and institutions with the aim of making digital services increasingly citizen-friendly.
