European Union and Common Defence: A Strategic Imperative
The risk of fragmentation of defense spending
Draghi warned against fragmenting defense spending, which leads to ineffective investments and excessive dependence on the United States for the purchase of military platforms. With a defense budget of around €110 billion in 2023, it is essential that Europe concentrates its efforts on a few advanced platforms rather than dispersing resources across numerous national projects. This approach would not only optimize the use of resources, but would also help create a true European chain of command, capable of operating above national priorities.
The challenges of current geopolitics
Current geopolitics present unprecedented challenges for the European Union. Russia's invasion of Ukraine has shown that European security is under threat and that Europe must confront a new international reality. Draghi highlighted how Europe is now more isolated in international forums, due to a shift in US foreign policy. The protectionist policies of Europe's largest trading partner are already having a significant impact on European businesses, calling for a coordinated and united response.
Relaunching European competitiveness
Another crucial point raised by Draghi concerns Europe's economic competitiveness. High energy costs are putting a strain on European companies, especially Italian ones, and are threatening their survival. It is essential that Europe adopts effective policies to reduce energy bills, both for businesses and for families. Only through a relaunch of competitiveness and a common defense strategy will Europe be able to face the challenges of the future and ensure an environment of prosperity and security for its citizens.
