The reform of merit in public administration aims to modernize and make public managers more competitive.

A necessary change for public administration

The new selection methods

The bill introduces a rigorous and detailed selection process for internal competitions for managerial roles. After an initial evaluation phase based on the results obtained, candidates will have to take a written test and an oral test. Only after that will they be awarded a fixed-term managerial position. This position will be subject to a review after four years, during which it will be assessed whether the candidate has proven to be up to the role. This system aims to ensure that only the best are promoted to positions of responsibility.

A step towards efficiency and motivation

For the Minister of Public Administration, this reform represents a fundamental step to motivate public employees and improve internal organization. The goal is to offer increasingly efficient services to citizens and businesses, creating a work environment that values merit and skills. The reform not only aims to select the best managers, but also to create a results-oriented work culture, where every employee can feel an active part of the change process.

The challenges to face

Despite its good intentions, the merit reform also presents significant challenges. Its implementation will require a cultural change within the public administration, where seniority has often prevailed over skills. It will be essential to ensure that the selection process is transparent and fair, to avoid the risk of favoritism and to ensure that every candidate has equal opportunities. Only in this way will it be possible to truly transform the public administration into a modern and competitive body.
