(Adnkronos) – "For several years, the debate has focused primarily on the creation of the new facilities envisaged by the National Recovery and Resilience Plan (PNRR): community homes, local operations centers, community hospitals, digital platforms, and telemedicine tools. Now that goal has been achieved, and with regard to community homes, we face a new, decisive phase: how to ensure they truly become places of care, professional integration, and patient care.

And in this respect, I agree with you that the real challenge is organizational." So said Marco Alparone, president of the Regions-Health Sector Committee, in a message to the 58th National Congress of the Sumai Assoprof Outpatient Specialists' Union, currently underway in Rome. "The title you have chosen for this congress, 'Community House: not inaugurated…

'It is organized', it captures the moment we are living in very effectively", observes Alparone.

"Community homes," he emphasizes, "represent above all an opportunity to build a new model of care for individuals, closer to the citizens, more integrated, and better able to address the growing complexity of care needs. They are places of proximity where citizens should be able to find a unified response to their health, social, and social needs."

Therefore, "a Community Center truly becomes such when it features collaborative professionals, services that communicate with each other, and organizational models that ensure effective, continuous, and multidisciplinary care," emphasizes Alparone, adding: "It is precisely at this stage that outpatient specialist care," an "essential component of the National Health Service and the community care network," can represent "one of the key focal points for ensuring proximity, appropriateness, and continuity of care. Specialists have always worked in the community, addressing complex needs, contributing to the management of chronic conditions, providing essential professional skills, and serving as a key point of reference for the integration of primary care, community services, and the hospital network. For this reason, strengthening community care cannot be imagined without your full involvement. Indeed, the quality of the organization will depend on the ability to build true integration between general practitioners, pediatricians, outpatient specialists, healthcare professionals, and social services."

"This is work," Alparone recalls, "that we have already begun with the previous national collective agreements and that we intend to continue with the renewal of the agreements for the three-year period 2025-2027, which will keep us busy in the coming months. As you know, we are working on the guidelines for general practitioners, private pediatricians, and outpatient specialists, with the aim of starting negotiations for the new three-year period. We understand that renewing the agreements within the contractually valid timeframe is essential to ensuring adequate financial and professional development for all contracted professionals working for our National Health Service. The Regions, through the Committee of the Regions," he concludes, "are committed to supporting the reform process by ensuring contractual instruments consistent with the evolution of local healthcare and capable of valorizing the professional contribution of all involved."
