(Adnkronos) – Modernizing the professional association system by updating the rules of professions to meet the needs of citizens and businesses: this is the objective set forth by ProfessionItaliane in the joint document on the draft enabling law for the reform of professional associations, presented today for a hearing before the Justice Committee of the Chamber of Deputies (AC 3068). The document brings together the positions of the 15 professions affected by the measure and welcomes the reform's structure, which aims to strengthen the quality of services and the role of professional associations.

Reforming the legal system means providing professions with rules that can accommodate their evolution and, at the same time, offering citizens stronger guarantees regarding the quality and reliability of services, ProfessionItaliane emphasizes in the document.  

This result requires, according to ProfessionItaliane, careful implementation: there are four draft laws reforming the professions, and their provisions must be coordinated to avoid overlap between areas of activity.

For this reason, the association proposes a steering committee with the relevant ministries and national councils, called upon to oversee the drafting of the legislative decrees. The document calls for safeguarding the responsibilities already assigned to each profession and defining any new responsibilities in line with educational qualifications, internships, and qualifying exams.  

Among the provisions that received positive evaluations was the extension of fair compensation to professional services, regardless of the size of the client.

To make this effective, ProfessionItaliane proposes a more effective mandate for defining and updating the parameters, in agreement with the National Councils, and calls for urgently adjusting the compensation of court-appointed experts and technical consultants. 

 

 

ProfessionItaliane also praises the principle linking the use of a professional title to registration in the professional register, protecting citizens against unauthorized practice, and the recognition of the role of national councils in defining codes of ethics. Regarding continuing education, the document proposes uniform quality standards for training institutions and teachers. The modernization of regulations also requires protections for those practicing the profession.  

ProfessionItaliane welcomes the provisions recognizing maternity, illness, and injury as justifiable causes for failure to meet professional deadlines and calls for their extension to include family bereavements. Finally, it calls for clearer rules on civil liability and tax treatment of partnerships between professionals that encourages their adoption, especially by young people. 

The 15 professional associations affected by the measure have developed a joint proposal, respecting the specific characteristics of each professional association. Their involvement in drafting the implementing decrees will enable the reform to be transformed into clear, coherent, and useful rules for those who rely on professionals every day.
