(Adnkronos) – From October 16th until December 15th, 2026, citizens with debts owed to municipalities and other local authorities entrusted to the Revenue Agency-Collection will be able to apply for the fifth-level debt reduction program. The National Council of CAFs (Caf Assistance Centres) announces that its network is ready to assist taxpayers throughout all stages of the procedure, thanks to a collaboration initiated in recent months with the Revenue Agency-Collection (AdeR).

The "Scrapping of Debts" (article 10-quinquies of Legislative Decree 38/2026) allows debts entrusted to AdeR between January 1, 2000, and December 31, 2023, to be repaid by paying only the principal due: penalties, interest, and commissions are eliminated. This measure applies to citizens with debts owed to local authorities that have joined the procedure: according to the list made available by AdER and published on the website www.agenziaentrateriscossione.gov.it, this includes approximately 1.500 entities.
To ensure qualified assistance throughout the country, the National Council of CAFs involved its 42 associated CAFs in a dedicated training program, developed with AdeR. The initiative included four training sessions involving 112 operators, who, in turn, will train all staff in the affected areas.
Over the next two months, in addition to the assistance provided by AdeR, citizens will be able to contact CAF offices to check their debt position, receive support in calculating the amounts due and completing the application, and be accompanied until the payment plan is completed, the first installment of which is due on March 31, 2027.
Thanks to the training, operators will be able to use the online services available on the AdeR website more effectively and quickly for operations related to the local government's Scrappage-quinquies program. The National Council of CAFs appreciates the Revenue Agency's collaboration in training operators and in promptly sharing the data needed to launch the service.

"Our operators don't just collect a request: they listen, verify, explain, and help those in need not miss out on an opportunity provided by law. This is work we do every day in the collective interest, alongside institutions and local communities, so that the simplification announced by the regulations becomes a real benefit for people."
Meanwhile, the National Consultation of CAFs continues its work to extend assistance to the autonomous simplified settlement of local taxes, a measure that each municipality can activate completely independently from its own revenues. Discussions regarding this are ongoing with the relevant administrations.
