Dogs and cats in cars : the new Highway Code is preparing to introduce stricter rules for those traveling with their four-legged friends. From the requirement to use special seat belts and carriers to fines for those who don't comply, here's what could change and when the new rules will come into effect.
Dogs and cats in cars, from harnesses to carriers: what the reform provides
The main change concerns the elimination of the distinction currently provided for in Article 169 of the Highway Code between the transport of a single animal and that of multiple animals. Today, those traveling with a single dog or cat are not required to use a specific safety device, as long as the animal does not obstruct the driver or pose a danger to traffic.
The State Police clarifies that " If you are transporting only one pet, it must be kept in conditions that do not impede or endanger driving ." If you are travelling with two or more animals , however, it is already necessary to use cages , carriers, or the rear compartment of the car , separated from the driver's seat by a net or other suitable barrier.
With the new provisions, if confirmed, the containment requirement will also be extended to those transporting a single animal . Options include using a carrier or special cage, placing the dog in the rear compartment adequately separated from the passenger compartment, or using a special seat belt. The latter must be connected to a harness suitable for the animal through a special connector, avoiding the use of the collar as an attachment point. The device will allow the dog to remain seated or lying down, limiting its movement within the passenger compartment.
The goal is to reduce risks while driving , especially in the event of sudden braking , by preventing the animal from freely moving from one seat to another or interfering with driving. The rules apply to both dogs and cats: it will therefore be necessary to choose the solution best suited to the characteristics of your pet and the vehicle.
Transporting dogs and cats by car: fines and timeframes: when will the new rules come into force?
Anyone who fails to comply with the provisions of the measure risks financial and administrative consequences. The draft legislative decree provides for a fine ranging from €80 to €320 , accompanied by the loss of one point on their license . The fines would concern failure to use the required restraint systems, such as approved seat belts, cages, and carriers, or the lack of adequate separation in the rear compartment. However, these penalties are contained in a legislative proposal that has yet to complete its process.
However, no substantial changes are expected for those transporting animals on bicycles, motorcycles, and two-wheeled mopeds . In these cases, it is still necessary to use special cages or containers, in compliance with current regulations.
Regarding timing, the text received preliminary approval by the Council of Ministers on October 13, 2026, and was subsequently forwarded to Parliament. The relevant parliamentary committees must express their opinions by January 12, 2027. Only after completing this process will it be possible to define the steps required for final approval and the effective entry into force of the new provisions. Until then, the changes cannot be considered fully operational. Anyone traveling with a pet must therefore continue to comply with the current regulations , ensuring that their presence does not pose an obstacle or danger to drivers.
