Adnkronos (Adnkronos) – How will the Italian public administration change with the conclusion of the National Recovery and Resilience Plan (NRRP), the launch of the new European 2028-2034 programming period, and the introduction of artificial intelligence (AI) in public services? This is the question at the heart of the event organized by Bip, which brings together institutional representatives, public decision-makers, experts, and key players in the digital transformation of public administration in Rome. The event concludes the "Bip Circle" series of meetings, developed over the past few months and dedicated to the main challenges facing the public sector.
A process from which, Bip explains, a shared vision emerged: the conditions to support change are in place, but to transform investments into concrete results, it is necessary to bring together technological innovation, organizational models, and skills.
The proceedings were opened by Donato Iacovone, Executive Chairman of Bip, and Carlo Amoruso, Managing Partner of Bip's Public Sector.
The institutional presence is significant, with a speech by Paolo Zangrillo, Minister of Public Administration. Among the most notable institutional speakers is Raffaele Fitto, Executive Vice President of the European Commission for Cohesion and Reforms, who will be the keynote speaker in the session dedicated to the post-NRRP scenario and the new European budget for 2028-2034.
Overcoming the extraordinary phase of the PNRR is in fact one of the main themes of the meeting.
The completion of the Plan ushers in a new phase in public investment planning, in which administrations will be called upon to address a European framework characterized by new ways of accessing resources and a greater need to integrate priorities, projects, and implementation capabilities. Speakers on the topic are also scheduled by Giorgio Centurelli, Head of the Technical Secretariat of the Minister of the Environment and Energy Security, and Paolo Alfarone, Regional Director of Economic Planning, Central Procurement, European Funds, and the NRRP for the Lazio Region.
A second focus area, strategic infrastructure, will focus on the relationship between physical and digital infrastructure, data, connectivity, sustainability, and strategic autonomy. The session will feature Roberto Occhiuto, President of the Calabria Region; Stefano Gualandris, Board Member of the Italian Space Agency and Advisor for Aerospace and Defense to the Minister of Economy and Finance; Angelo Robotto, Director of the Piedmont Regional Council; and Erika Guerri, Chief of Staff of the Ministry of Tourism. The topic of skills will be addressed starting with the transformation of work brought about by digitalization and artificial intelligence. The evolution of public administration requires new professional profiles and skills capable of integrating technology, processes, and organization. Renato Loiero, Advisor for Budgetary Policies to the Prime Minister; and Angelica Saggese, Councilor for Labor and Training for the Campania Region will discuss the topic.
Healthcare will also receive considerable attention after the National Recovery and Resilience Plan (NRRP), reflecting on the transition from the completion of digital infrastructure to its effective use by citizens and healthcare professionals. Electronic health records, telemedicine, and artificial intelligence will be the focus of a fireside chat with Angelo Tanese, Director General of Agenas, Lorenzo Gubian, Director General of Aria, and Giuseppe Pintor, Director General of Ares Sardegna. The day will then address the topic of artificial intelligence in public services, with a particular focus on the transition from experimentation to the implementation of stable, measurable, and citizen-focused solutions. The discussion will focus specifically on AI governance, the definition of impact metrics, and the ability of governments to transform pilot projects into truly usable services. Speakers on the topic will include Aldo Colombo, Deputy Secretary General and Central Director of Digital Development, Information Assets, Simplification, and Intersectoral Plans for the Lombardy Region, and Gianluca bisognani, Director of Public Administration at CDP.
The program also includes an institutional address by Gilberto Pichetto Fratin, Minister of the Environment and Energy Security, focusing on the ongoing transformations and new challenges facing the country, with a focus on the future of energy and the impact of artificial intelligence. Roberto Gualtieri, Mayor of Rome, will close the proceedings with a reflection on the transformation of the Public Administration and the prospects for public bodies in the new phase that opens after the PNRR.
The initiative was therefore born with the aim of comparing, in a single event, the different levels of the public system and the skills that are accompanying the country's transformation. BIP identified four dynamics in particular as transversal to the event's themes: the shift from a logic of pre-allocated resources to one of greater attention to the quality of projects to be funded; the growing importance of data as a component of strategic infrastructure; the need to address the issue of skills in a public administration and a society characterized by generational change; and, finally, the shift from the investment phase to that of measuring the concrete impact on services.

The meeting thus aims to be a moment of synthesis for the Bip Circles and, at the same time, an opportunity to identify potential operational directions for the Italian public administration: from investment planning to infrastructure management, from digital healthcare to skills, all the way to the governance of artificial intelligence and the ability to translate innovation into services that can be effectively used by citizens and businesses.
