Russian visas with limited validity: EU seeks to block non-essential travel

The EU is discussing limited-use Russian visas to curb unnecessary travel and reduce the risk of subversive acts.

The European Union has launched an intense debate on the need to review visa rules for Russian citizens . The discussion stems from growing concerns about potential hybrid attacks and acts of sabotage, which authorities believe could be facilitated by non-essential travel within the Schengen area. European Parliament President Roberta Metsola has emphasized the urgent need to increase pressure on Moscow with targeted visa restrictions while the EU steps up its support for Ukraine.

Proposal for limited territorial validity visas for Russians

The Council of the European Union has scheduled the presentation of a legislative proposal for the introduction of visas with limited territorial validity (LTV) in early 2027. These permits would allow the holder to travel exclusively within the country that issued the visa, thus avoiding free access to the entire Schengen area.

The measure was initiated by Poland, Sweden and Estonia, which highlighted the need for a more decisive response to perceived threats.

Who is leading the initiative and the political motivations

Behind the push for LTVs is a series of events that have fueled fears of infiltration. Last August, an alleged drone attack in Germany was foiled, in which a Russian passport holder entered the Schengen area with an Italian tourist visa.

This case has strengthened the belief of some Member States that free movement can be exploited by hostile actors, prompting them to consider more severe restrictions.

Reactions from member countries and implications for tourism

The proposal has sparked mixed reactions within the Council. Germany has suggested that all member states still granting visas for non-essential travel should adopt the new LTVs to standardize screening. Ireland, which holds the rotating Council presidency, has warned that such a strict restriction might not prevent the spread of security threats, as travelers could still travel by other means once within their national territory.

Germany's proposal and Ireland's warnings

According to information gathered, Germany intends to push for the measure to also apply to non-urgent travel, such as tourism and family visits. Ireland, however, raises doubts about the actual effectiveness of limiting territorial validity, arguing that a broader approach should also include strengthened checks at entry points and greater cooperation between border authorities.

Criticisms of the tourism sector and Finland's position

The tourism sector has expressed concern about the potential trade repercussions: travel agencies fear that LTVs could lengthen processing times and reduce visa availability, hindering travel across multiple Schengen countries. Meanwhile, Finnish Prime Minister Petteri Orpo proposed completely suspending tourist visas for Russian citizens during the ongoing European Council, declaring: "We fear that Russia is attempting to organize acts of sabotage in Europe. Why, then, do we allow Russians to travel freely as tourists?"
