The Digital Innovation Forum brought together the leading figures in the national technology ecosystem at Villa Erba, on Lake Como. In a vibrant debate, the terms resilience, integration , and governance were identified as the pillars on which to build true digital sovereignty . The key figures—representatives of infrastructure operators, public administrators, and legal experts—highlighted how these three dimensions intertwine to protect the environment and citizens' data.
Resilience: the security "by design" of digital infrastructures
According to the management of a well-known tower company with a presence at 22.000 sites, resilience means ensuring service continuity even in times of geopolitical crisis or natural disasters. The "by design" approach requires that every network node, from the cellular network to the data center, be equipped with redundant systems and self-protection capabilities.
In this sense, artificial intelligence is seen as an operational support, but without a robust infrastructure it risks remaining a simple, legless algorithm.
Regulatory integration: a bridge between different European legal models
The legal representative of a telecommunications company stressed the need for inter-regulatory dialogue to enable interoperability of compliance criteria.
Europe, while not overloading the market with new regulations, now requires more seamless integration between national and supranational frameworks. This requires close collaboration between boards of directors, supervisory authorities, and certification bodies, so that companies can operate responsibly and transparently.
Elastic Governance: From Hybrid Conflict to Data Protection
The concept of governance has been reshaped in light of the so-called hybrid warfare, in which digital weapons are emerging alongside traditional ones. To respond to this new threat, companies have established dedicated cybersecurity committees where legal and technical experts meet. The governance model proposed is one of interdepartmental dialogue, capable of rapidly adapting to regulatory changes and new vulnerabilities.
Digital Public Administration: IO Apps, AI, and Strategic Cloud
At the same time, Italy's digital public administration is consolidating its leadership in Europe. The IO app has over 13 million users and hosts more than 22 million documents, from ID cards to health cards. The next step is to transform interactions with public administration into simple actions, also readable by AI-based digital agents . A recent World Economic Forum study ranks Italy third globally in terms of AI readiness.
The issue of technological sovereignty is at the heart of the debate: no country enjoys complete autonomy when it comes to data centers and artificial intelligence. The decision between public clouds and isolated solutions must be guided by the sensitivity of the data, especially in the healthcare sector. In this context, the National Strategic Hub represents a model for collaboration with European allies aimed at maintaining control over citizens' data without creating irreversible dependencies.
Print and digital replication: the numbers that tell the story of a transition
A recent survey showed that 30,2 million Italians, or 57% of the population, read or browsed at least one newspaper in print or digital format in the past 30 days. Total readership remained stable, but digital readership grew by 11,4% to 9,7 million readers—an 8,8% increase for daily newspapers. Monthly magazines saw a 4,1% increase, thanks in part to a 14,6% increase in their digital version.
Consumption habits show that 61% of newspaper readers access their product four to seven times a week, while monthly readers have a medium-high frequency (73,3%). Direct purchase, through subscriptions or family gifts, remains the dominant channel, with a share of 59,7% for daily newspapers and 73% for monthly magazines, respectively. These data highlight how traditional print media is maintaining its relevance, while digital replication is establishing itself as a key component of the information landscape.
