Adnkronos (Adnkronos) – The Five Star Movement hasn't forgotten the younger generations; on the contrary, young members, as stated on the Five Star Movement's website, will also be able to vote on a document, proposed by the Youth Network community, with 12 points for a generational pact, a set of proposals looking to the future. This measure is especially applauded by Vittoria Baldino, vice president and representative of the Five Star Movement's youth community.
"With the Generational Pact," says the MP, "we're putting young people at the center of our program and our political action, while also making the generational issue a key to understanding every decision we make. Work, housing, taxes, education, welfare, ecological transition: every point of the program must be measured against the concrete impact it will have on the lives of the new generations.
We want measures capable of truly changing the material conditions of young people, restoring their autonomy, opportunities, and power of choice. This is the pact we want to build."
But what does the Pact envisage? Starting with twelve rights "for a free generation," what is being put in place is "not a sum of bonuses or one-off interventions for young people, but a public pact for autonomy: to work, study, live, travel, receive healthcare, training, and choose where to build one's life."
Therefore, for financial independence during the first years of employment, a new income tax (IRPEF) is envisaged, which essentially involves "introducing an additional deduction on earned income for the first five years of employment, usable up to age 35 and focused on low- and medium-income earners. The benefit is fully deductible for the first two years, progressively reduced for the following three, and eliminated above a certain income threshold, with no tax increases. It applies to both employed and self-employed workers and is automatically recognized on the paycheck or tax return. The resources are derived from the reorganization of fragmented and less effective employment incentives: the support does not go to the company to hire a young person, but directly to the young person so they can become self-employed." The right to mobility is guaranteed by a youth climate ticket, which provides "a single national pass, valid on urban and suburban public transport and regional trains, at a significantly discounted rate for those under 30 and free for those under a certain ISEE threshold." For those who want to go to university and have a low income, the solution is a university autonomy allowance, which provides national monthly support for university and AFAM students from low- and medium-income families, increased for non-residents and commuters with high travel costs.
Another chapter is obviously dedicated to unpaid work, which must be ended through a national minimum wage and social security contributions for extracurricular internships and apprenticeships. Regarding housing, "a public fund should be created to guarantee a deposit and a limited portion of the risk of default for those under 35 with an income compatible with the rent but without financial guarantees." A focus is then placed on the mental health of younger generations, with a mental health guarantee for under-30s requiring a national essential level of coverage that ensures free access, an initial consultation within a maximum timeframe, and public care when clinically indicated. A future account, to be opened upon first employment, addresses the issue of technological transitions and is used for training; it is cumulative and portable across companies, sectors, and contract types. Provision for discontinuous careers translates into a youth pension guarantee, which is a contributory pension guarantee that supplements the lower benefits in proportion to the years of presence in the labor market, avoiding an identical threshold for those with different contribution histories.
The Youth Test and Generation Budget aims to mandate, for every law with a significant impact and for the budget law, a prior assessment of the impact on young people and future generations. A thousand euros per month for those working in culture and the creative sector with a creative income, and a Capitale 18, a public grant of 15.000 euros upon turning 18, inspired by the Inequalities and Diversity Forum's proposal for a universal inheritance, but made selective and targeted. The measure is intended for young people from families with a total annual income of less than 300.000 euros, with a modulation that focuses the benefit on low- and medium-income earners. Last but not least, the right to vote for sixteen-year-olds.
