In the current context, despite the discontinuation of the excise duty discount, a significant portion of the fueling network is able to offer fuel at prices below the previously established limits. The threshold price for diesel has been set at €2,20, while for gasoline it is €2 per liter. Data, updated as of October 14 by the Ministry of Business and Made in Italy (MIMIT), show that numerous self-service fuel stations have maintained advantageous rates.
The survey analyzed all the points of sale registered by Mimit that reported price changes starting October 5, excluding motorway stations. Of a total of over 19.500 locations, approximately 5.000 kept diesel prices below €2,20, while more than 10.200 offered gasoline at less than €2.
Total share of distributors with discounted prices
Considering diesel, the percentage of distributors that have kept the price below the ceiling is 26%, equal to approximately 5.000 filling stations . For petrol, the situation is more favorable: 52% of retailers offer fuel below €2, corresponding to over 10.200 stations.
Some operators have reintroduced discounts on their products, but it is still too early to assess the impact of these initiatives on future price updates.
Regional diesel distribution under €2,20
The regions where diesel is most affordable are Marche, with 38% of distributors below the threshold, followed by Abruzzo (36%). Lazio and Umbria share third place with 31% each. Friuli-Venezia Giulia, Valle d'Aosta, and Liguria are tied, all at 30% . Conversely, Campania has the lowest percentage, just 14% , followed by Basilicata (16%) and Calabria (19%). These differences highlight how the availability of discounts varies significantly at the local level.
Regional distribution of gasoline under €2
For gasoline , Valle d'Aosta leads the ranking with 62% of stations offering prices under €2, tied with Sicily and Marche, both at 60% . Lazio follows closely behind with 58% . The regions with the lowest presence of discounts are Basilicata (36%), Campania (37%), and Calabria (42%). The varied regional results reflect the different market dynamics and pricing strategies adopted by operators.
National average prices and comparison with motorways
According to official MIMIT data updated to October 16, 2026, the average price of gasoline on the road network in self-service mode is €2,034 per liter , while diesel stands at €2,256 per liter . On the motorway network, the average values are slightly higher: gasoline at €2,048 and diesel at €2,278 per liter. These figures show that the difference between the distribution channels is limited, but still significant for those who travel frequently.
