(Adnkronos) – “The AIAM 2025 Report we are presenting today is not just a summary of our activities, but represents a true technical-regulatory and economic-financial analysis tool essential for the legislative policy choices of the executive and Parliament. I extend my compliments to AIAM President Francescantonio Pollice, Minister of Culture Alessandro Giuli, Undersecretary Giampiero Cannella, and all the representatives of the music industry and institutions present.” This was stated by Federico Mollicone, Chairman of the Chamber of Deputies' Culture Committee and National Head of Culture and Innovation for the Brothers of Italy party, during the presentation of the AIAM 2025 Report, entitled “The Value of Public Investment.”

As is known, the operational framework for granting contributions from the National Fund for Live Entertainment incorporates the provisions of the 2024 Ministerial Decree on Live Entertainment, which updated and redefined the rules governing access, selection, and quantification of contributions for the three-year programming period.

Within this regulatory framework, the technical, qualitative, and quantitative parameters established by the Ministerial Decree are reflected in the AIAM network's extraordinary efficiency. Starting with the quantitative dimension and volume indicators, with 12.632 performance days and concerts held, covering 44,02% of the total classical and jazz music offerings recorded in Italy, they ensure primary compliance with the minimum activity volumes required by the founding ministerial decrees.

Furthermore, they are also guaranteed with reference to penetration into disadvantaged areas and territorial rebalancing, always in compliance with the directives of the 2024 Ministerial Decree, operating in 1.157 municipalities to bring great music outside of traditional metropolitan areas alone, and meeting quality and youth employment criteria with 69,59% of resources allocated directly to artistic salaries and over 54 thousand working days activated.”

President Mollicone then added: "We are at a crucial historical stage in which the drafting and finalization of the legislative decree containing the Entertainment Code—and I greet the newly elected President of the Higher Council of Entertainment, Mvula Sungani—and the implementation of the enabling law for the reorganization of the matter, represent the core of the work of our Culture Committee in the Chamber.

By analyzing the draft Code and the guidelines emerging from the parliamentary and sectoral debate, I intend to highlight some critical points, such as overcoming the emergency rationale and streamlining the FNSV to consolidate multi-year planning with certainty regarding disbursement times. This demonstrates—thanks to a system like AIAM's, which, for a FNSV contribution of approximately €23,5 million, generates total revenues of €135,2 million, with an economic multiplier nearly six times the public investment—that the FNSV should not be disbursed as a non-repayable grant, but rather treated as a lever for high-return public co-investment.

Another technical element of primary importance for the Code's implementing decrees concerns the financial sustainability and fiscal balance of the sector: the AIAM 2025 Report certifies that member associations and entities annually pay €23,84 million in taxes—personal income tax (IRPEF), regional production tax (IRAP), and corporate income tax (IRES)—and social security contributions—INPS, INAIL—exceeding and fully offsetting the nominal value of the state contributions received. This accounting data we will use in parliamentary committees to demonstrate that the financial coverage allocated to live entertainment generates a positive balance for the public finances.

"Finally," Mollicone concluded, "the data analysis provided by the AIAM 2025 Report confirms that the approach taken with the Ministerial Decree on Entertainment 2024 and the process of defining the Entertainment Code are moving in the right direction: promoting merit, protecting artistic professionalism, ensuring transparency, and ensuring a strong social and economic impact on the local community. As the Chamber of Deputies' Culture Committee, we are committed to ensuring that the Entertainment Code process incorporates criteria of flexibility, certainty of resources, and the reduction of bureaucracy. These are guarantees the sector desperately needs. While thanking President Pollice and the Ministry for their organization, I congratulate all those involved in transforming public regulations and resources into real value for the nation."
