Fuel, excise duty discounts are expected to be extended: the legislative decree with selective measures is expected to be implemented by the end of the month.

(Adnkronos) – The fuel excise tax discount is nearing an extension, while the decree containing selective measures to combat energy prices will also have to wait for the outcome of discussions with the EU, possibly by the end of the month. This, Adnkronos has learned, is the scenario emerging when the latest extension of the 17,1 cent excise tax cut on diesel expires tomorrow at midnight. 

Meanwhile, the government's letter formalizing its request to the EU Commission to adjust the deficit for defense spending (0,9% of GDP, equal to €21,7 billion until 2028) and energy spending (0,6% of GDP, equal to €14,4 billion, of which €7,2 billion can be spent in a single year) is expected to be submitted to the Council of Ministers tomorrow.

Total 36,1 billion by 2028. 

The decree with targeted interventions—the excise duty decree, which also contains provisions for the former Ilva steelworks and will be examined in the Chamber of Deputies starting September 14—has not yet been finalized, but the goal is to find the resources by the end of the month to avoid further extensions of the excise duty reductions, which, being widespread, also benefit the wealthiest classes.

The possibility of including a bonus against price increases among the fringe benefits reimbursed by employers to employees is being studied to simulate the costs and establish the income threshold for access. Work is also underway on a project to extend it to self-employed workers most exposed to price increases.  

The crux, as always, is coverage: if one wanted to exploit the margin of deviation within the EU's flexibility framework, it would be necessary to devise measures not tied to fossil fuels, and therefore interventions not linked to the cost of fuel, but possibly to the electricity bill.

In this context, negotiations with Brussels are crucial. Brussels already gave Rome the political green light this summer thanks to the government's strenuous negotiations, but Brussels is monitoring the details of the interventions that will be dedicated to safety and energy efficiency.
